Japan Siloxane Evaluations
In December 2017, the Japan Chemical Substances Review Committee conducted a review of the classification of D4, D5, and D6. The Chemical Substances Review Committee concluded that D4 and D6 should be added to the Chemical Substance Control Law (CSCL) “monitoring chemicals” category as additional data are required to complete the assessment, but there are no restrictions on their use.
No change was recommended for D5. Based on safety data, the committee concluded that D5 is not equivalent to Japan’s Class 1 Specified Chemicals category which include substances that have PBT properties. D5 will continue to be managed under the CSCL General Chemical category.
GSC continues to encourage the adoption of a risk-based WoE chemicals management approach in Japan and is supporting regional efforts to advocate for risk-based evaluations of D4 and D6. GSC believes that these evaluations will confirm that D4 and D6 pose a negligible risk to the environment and human health and will result in their management under the CSCL General Chemical category.
